and, likely just dust or condensed moisture in the atmosphere that is refracting the light shining down from the moon.
like why the moon can appear a different color some nights.

I can't remember the term, but I know what you're talking about. There was a thread about it once upon a time here. The time I saw it, the moon looked really distant and the ring was huge. It looked almost like the silhouette of some giant object. Was a bit freaky.

I saw one of these a couple of weeks ago (whenever the last full moon was) and immediately looked it up online. I think they're called moon-dogs.

I'm a weather observer, and the most common cause of moon halos is cirrostratus cloud. It doesn't mean a whole lot, other than looking neat.

It's called a Moon Dog (paraselene). There's an identical phenomenon for the sun called a Sun Dog (parhelion). It's typically seen in colder weather because ice crystals form (in cirrus or cirrostratus clouds) in the atmosphere and reflect/refract the light of the moon, and sometimes it will be multi-colored though very rare that you could see that with the naked eye.
