Yeah... doesn't make any sense. Why would developers integrate Physx if it won't be available on the target console?
PhysX has already been announced for all three consoles as it doesn't actually require NVIDIA hardware to run. However, that's CPU-based PhysX; if you want GPU-based, you need NVIDIA hardware!
Also, because of the similarities, you could probably just recompile the code for PC and Xbox One depending on what you want to run it on. They just have to tweak performance for the console version, which isn't even something that matters at E3.
That's what I was thinking. By using Direct X, the initial port job with early, unoptimized code ought to be fairly easy.
At the ps4 reveal way back in Feb or march...they said November.
I think the problem is that they may have said November back at the reveal, but they gave an even more general timeframe of "this Holiday season" at E3. I assume that it will be out in November though as they'll definitely want to hit that sweet Christmas shopping season!
If I had to guess, I think they wanted to give a more general time frame because of possible demand.
