Why Biden could not answer with a Yes or No when Ryan ask if it was a good idea to borrow that much money because they have been running the country for the last 4 years?

And what is the percentage of the entitlement programs comparing to the whole budget? As the author in that clip said, no way you can balance the budget without touching entitlements. Period.
