Beats me.
Now that we’ve seen what’s inside the Kinect, we know what’s behind its improved performance. First, we have wide-angle 1080p colour and IR cameras, both coupled into the Southbridge chip in the main console.

To me that implies it is something more direct. Looking at the mainboard of the Xbox One itself the traces for the Kinect, USB, and HDMI all go straight to the southbridge, so it very well may be USB3.
Edit: Higher res images of the X1's motherboard make it clear it is USB3. I stand corrected.
