The Operating System is dependent to hardware?
If yes,Why?
If No,Why i see in motherboard written "Windows 8 compatible" ?
What means windows 8 compatible?

The OS is always bound to the hardware. More specifically, the x86 and x64 instruction set.

What means windows 8 compatible?

Marketing jargon mostly but in this case it probably has a windows 8 compatible uefi bios that allows for the Win 8 fast boot feature.

So even the old motherboards,don't have problem for install windows 8 or windows 7 ?
Just the drivers for win7 or win 8 are provided?

bullshit.
every motherboard is compatible with windows 8. it's like selling a car and saying "compatible with Road(tm)".
however, some OS are in fact hardware dependant. You can't install OSX on a normal motherboard, it needs to have a specific "i'm an Apple motherboard" chip on it.
However, again, this is because OSX wants it that way - it could easily be written to work with anything.

That said, much like with cars that are not compatible with road, you won't find a motherboard that's not compatible with Windows 8, unless you're specifically looking for one and know what you're doing.

So, long story short, "Windows 8 compatible" means "we think you're an idiot".

Let me put it in other words.

When you see something with "Windows 8 compatible" branding, it's really just the manufacturer saying "we are so convinced our costumers are such blithering morons, that we are willing to play LARGE amounts of money to Microsoft so we can use their product's name in our packaging, just so our cretin costumers choose our product rather than another product that, despite being exactly the same as ours, and despite being just as compatible with Windows 8, doesn't have Windows 8 compatible branding".

MS has a checklist that must be fulfilled if OEMs want the designed for Windows sticker like the controversial secure boot that Win8 requires. Windows Vista and later won't work on any mobo with a BIOS dated before 1/1/99. Not a problem with 8 since it requires SSE2&NX, and only a masochist would use 7 on hardware that old.

Listen folks.There is actually a windows 8 compatible spec, it is not all marketing jargon.
While Windows has had support for the Unified Extensible Firmware Interface (UEFI) prior to Windows 8, most consumer computers have continued to boot using BIOS firmware.

This changes with Windows 8, as UEFI firmware mode is now a Windows 8 client logo requirement. UEFI is also required to enable several features
and improvements, such as:

GUID Partition Table (GPT) disk partitioning - GPT partitions enable larger partitions,
and are supported by UEFI.
Boot from large disk drives - GPT and native 4K sector disk support
in Windows 8 enables support for >2.2 TB boot drives.
Secure Boot - Signature checks on early boot components, helping to protect pre-boot manager components from tampering.
Measured Boot - Works with the TPM to log startup components and activities.
Early Launch Anti-Malware - Registering and loading an anti-malware
driver as a trusted boot-critical driver to help protect the system earlier in the
boot process than with previous architectures.
Trusted Boot - A combination of Secure Boot, Measured Boot and Early Launch Anti-Malware that helps establish
that the system is in a trusted state.
Boot on Computer with no VGA Support - UEFI removes the need for VGA support, enabling Windows 8 to be installed on computers that do not use this legacy video
technology.
Some of these features are targeted for use in a business setting, so they are not covered in this consumer-focused training. Instead, we will examine UEFI support in general, and any support considerations for UEFI enabled Computers in a consumer setting.
