I created a signup form, one that sends me an email with details that can be forwarded to the giftee. I included an option to put heatware and to put whether or not the person registering is willing to send a gift to someone with no heatware. Honestly, I'm not crazy about people picking who they give the gift to without some kind of assurance that everyone who gives a gift will get one.
I'm willing to keep track of this as long as people will do their part to keep me informed. I have a list in my post above if we're just going in post order. If people want to be able to choose their recipients, I'll change my post to have a list of who has chosen to give to whom, and a pool of people who still need gifts.
New gifters can choose anyone they want in the pool, and then I'll mark that transaction up as in progress.

will give to (Potentially) "risky" users. I will personally insure people with low heat (i.e. 5 or less) or no heat that get approved, so that if they do not ship the gift, I will take responsibility and ship a gift myself to the person who was suppsoed to receive a gift.
I don't think people should be able to choose their recepients, though, and just let it be random (or slightly random, if matching done by location to save shiipping costs). I'm willing to sort through the submissions and send out PMs with approvals and the information for shipping, and I can forward to you DSF and to you Perry, if you want. Then either of you could post a 3 column list of the registered people and if they have given and received yet.
I know this makes things slightly more complciated, but it reduces the likelihood of people scamming the system, and would be more effective at keeping a running list of participants.
