Or, at least, do more to keep them separated from vulnerable pedestrians (and cyclists), which means banning them from most urban areas, and imposing physical barriers to restrict where they can go.
I mean, it's significant that there have been several cases of vehicles being driven into crowds, where there was initially a great deal of confusion as to whether it was a terror attack or just standard-issue bad driving.
We need more motorised-vehicle control in general.
