Terminator is only tough because he goes back in time where they don't have readily made weapons to deal with it. Humans in the future can kill them with their weapons. Predator has advanced technology that far exceeds the Terminators technical ability. The only way a Predator would lose is if he does his weekend warrior thing and tries to play with it to make the experience last.
