it also took me election to realize that people have the memory of a goldfish and care more about how they currently feel than remembering history or actually understanding potential consequences

I don't see how this has anything to do with drug traffic at all. Yes, it just amounts to a targeting sales tax. Personally, I hate sales taxes. You pay federal income taxes, state income taxes, property taxes, local taxes can be accommodated from the others. Adding sales taxes of any kind is just an additional burden on the poor all in all.I'm still not seeing the logic in taxing US consumers to stop Chinese and Mexican drug smugglers.
