Also, is anyone actually collecting any of these tariffs in the brief intervals between his announcing them and rescinding/suspending/delaying them/denying they ever existed? Does the infrastructure for collecting them even exist, and how do those responsible for them manage to keep pace with the constantly-changing rules?

My Republican Congresscritter will show up at the White House to suck whomever needs to be sucked to get this reversed.
