Iran wants to export all the oil and natural gas they can, so nuclear energy is an excellent alternative to produce electricity locally and export the rest. Since the Iranian government is also heavily reliant on oil revenues, this would be a great investment path to pursue.
Yet they somehow choose a nuclear design that allows for nuke weapons. I'm pretty sure other countries offered to help Iran with nuke power, but since it was a design that couldn't be weaponized they declined.
