This is sort of what I thought it was (if it was intentional). I figured it was a pre-load/buffering/caching thing. However, I assumed it was to decrease load times on the load screen.Yup. I'm GLAD to see this implemented when I spectate.
Basically the pixellation allows the game to operate smoothly without stuttering. Before if you opened up a shop/graphs/charts at the very start of game, there would be micro 0.1 sec delay (complete with sound stalling too) due to so many things loading at once. (And I have a pretty damn fast PC)
Now it loads a 'premature' pixelated version first so the game doesn't have that hiccup. This is also evident in hero portraits and everything.
Very well done by Valve.
What about that jumbled mess though? On the finding match screen I mean...
