I think the best option for surviving long-term would be a cruise ship run prison-style:
1. You're on the water, so the zombies can't get you.
2. Everyone has their own rooms & locks themselves in at night. This prevents them from escaping if they die (like the kid did in the prison shower a couple seasons ago), and also prevents other people from getting bit if they do somehow get out, because their doors are also locked. Have patrols of multiple people 24/7 to keep an eye on zombification. Perfect approach for preventing & managing outbreak imo.
3. You can go fishing for food. You can grow crops on the upper deck as well. Safer scouting parties by small boats back to the mainland.
Granted, you're the mercy of the sea (hurricanes, big waves, etc.), but then you don't risk getting overrun like you would on land, like at a prison...you could snipe any gangs trying to attack you since they'd have to approach by boat.
