PC P&C 510 is a great PSU but better bang for the buck would be a 530-550W Sparkle/Fortron, usually around your $90 target. Your system couldn't really use 30A though, for various reasons like not being able to run CPU at max power when system is first turned on, which is the only time the HDDs could ever come remotely close to 2.8A on 12v per, till they spun up.
