Incompetence and accidental killings should not be without severe consequence. Policing needs to be more finely focused on ensuring public safety from serious crimes and less about collecting fines, speeding tickets, harassing poor people, and flinging lead at every loud nose.

Exactly. Those that are pro-criminal originally wanted Noor to hang, but once they learned he's a 'nority they started squirming and aren't sure what to do now.
