Legally I do not think they are supposed to. However, that being said, I imagine most departments in the country have some 'unofficial' quota.
In Dallas, for instance, they don't have a quota for tickets but I believe every month a police officer has to score so many points to keep in good standing. Points can be earned from domestic abuse calls, traffic accidents, helping stranded motorists and all of the other things that police officers do. However, as is my understanding, they get more points for traffic citations than anything else so they are almost forced to concentrate on that to meet their monthly point requirement thing.
Again, that was how it was in Dallas a while back, it may have been changed because the police department was corrupt as hell (entire city is) so maybe the new Chief got rid of that program.
