I *think* the gist of it is not to rub it in a way as to produce pleasure arousal but rather discomfort arousal (bordering on pain). Press your flaccid penis against your pelvic bone hard enough or even just squeeze it, it isn't a nice feeling. So basically its the same concept as a sternum rake or nipple tweak, except on your junk. Anywhere with a lot of nerves would suffice and your package definitely has a lot of innervation, particularly the testes. At least, I hope that's what is going on.

I've found a sternum rub quite effective. Squashing a guys dick never came to mind.
