The North Face makes some of the most overpriced stuff I have ever seen. They incidentally have an outlet at the same place we went, but they knock off about $20 from their outrageous prices -- gee, thanks. If you buy North Face gear, you really don't like your money all that much.
If you want great regular priced deals, check out REI's line of gear. I have been using an I-frame backpack that I bought there back in 1989, and it works great. It's definitely no frills, but it has top notch construction and is fine for 3-5 day hikes with a decent load. For $100 12 years ago, I'd say it's been worth it considering how many trips it's taken.
I don't particularly care who makes the label which goes on the gear, and I frankly don't give a damn that my new jacket says "Timberland" on it. I also own a pair of pants from them which were on a terrific discount ($15), and a pair of leather boots that were very cheap ($30) -- both on clearance from department stores. I would just as soon buy a Mountainsmith pack over REI, or Vasque boots over Timberland (my hiking boots are Vasque -- Sundowners, HIGHLY recommended), or a North Face jacket over Timberland if the price were right. In the case of North Face, their price is almost never "right". Overpriced yuppie gear if you ask me. I laugh my ass off when I see their packs for sale because you can buy a Mountainsmith, Gregory or Arc'Teryx for the same amount and receive so much more.
For jackets, GoreTex is GoreTex since it's legally controlled by Gore Industries. When outlets sell mismanufactured stuff, they almost always, in my experience, mark it as such, and they might be legally required to do so (I know London Fog marks theirs as such). However, the "poor manufacturing" might be confined to simply one stitch not being completely in line with the seam. My London Fog ski jacket has one small stitching error behind one cuff -- almost so small you'd never see it. It was discounted well over 50%, and it's in perfect shape after 9 years of use. Not bad for "outlet crap". None of the Timberland stuff was marked as being "rejects".
Wozster: The answer to your question is "yes", they are.
