I'm currently working in San Diego and I would like to find a job in San Francisco. I posted my resume on Monster and CareerBuilder and put San Francisco/Bay Area as the only preferred city for my job search. The problem is that I've only been getting calls from local companies in San Diego. What can I do to improve my chances of getting an interview with a company from SF?

Find out how to get a local SF number and forward it to your phone. Recruiters probably look at your profile and resume, and as soon as they see a SD number, they go too much hassle.

Well if they're not willing to call me because I live in a different city, the available position is probably only open for local candidates anyway. I'm interested in positions/companies willing to relocate candidates.

Have you just posted your resume, or have you started to research jobs in those areas.

Searching your state employment office, local papers, Internet job sites (Dice, Monster, Career Builder) will expand your contacts.

I haven't applied to any yet. Only posted my resume on Internet job sites. The problem is that I only have 1 year of professional corporate experience in the IT field after graduation last year. I know the competition in IT is fierce around Silicon Valley.. So what are my chances in transferring there with only a BS degree and 1 yr of experience? Will most companies only consider local candidates first before they search out of their area to cut the cost of compensating for interviews and relocation?

I used Monster.com and Careerbuilders.com. Also see if there's any local job hunting websites similar just focused to the SF area. For me at least, I didn't just throw my resume out there, I sent it to specific companies. One more thing (not sure if it was a help or not), I usually just used CareerBuilders and Monster to find the companies....then looked up the company website and posted my resume that way directly to the company.

Good luck though, I got lucky and received 4 offers within 1 week 2k miles away from where I lived.

I disagree with that, at least with medium to larger sized companies. One thing recruiters will look at is that if someone is looking for employment from a long ways away, then they are dedicated and are very serious about the company.

Don't rely on getting long range hits from Monster.com. In fact, I have only gotten 1 hit from the 100's of applications I did that way.

What worked for me was to apply directly with the company that you want to work for. For example, just think of all the companies that are in your industry and then go to each of their websites and apply. It is tedious but I got contacted nearly immediately by a bay area company (I am in Orange County) and now all I have to do is wait for Fedex to bring my offer!

You can't be passive. Research and apply to companies directly via their website or monster.com, etc...
