Yes. The guiding criteria are that you have an active Mobile Internet account for an eligible tablet and that you register your device to receive the promotion.

There's nothing stopping them from cutting the service. You're taking their word for it that they won't end it now. This is different than being on a 2gb AT&T plan and bein grandfathered in because now users have to pay 3gb. You at least signed a contract with them for service, so they have to provide some level of continuing service.
I'm not saying T-Mobile is full of liars, but it wouldn't be impossible for services like these to become overly popular and they realize they have to cut back

I'm actually not disagreeing with you, and understand exactly what you're talking about. They can and they will take this away if it ended up hurting them. I have no doubt about it.
I was just taking a look at it from T-Mobile's perspective, and the way I see it, giving out free 200 MB/month for their tablet customers for the next ~2 years (the life of the tablet) is not such a big deal at all that they will have to cut it or modify the promotion later.
Plus they mentioned that this is a limited time offer, so let's say they give it a week or two promo period and after that nobody can get this package anymore. As wildly popular this program can be, I still think it's pretty reasonable for them to honor it all the way through.

In order to get the 200 MB of free Starter Data, you need to have an active Mobile Internet account with T-Mobile.
If you are a postpaid customer, you’ll need to have an On Demand data plan at minimum which is $0/mo. if you are a voice customer (after $10 line credit).
If you are a prepaid customer, you’ll need to activate a prepaid account. You do not have to a purchase data pass in order to access your free Starter Data. T-Mobile does not require an annual service contract.
Is the free Starter Data allocation throttled like other Mobile Internet plans and passes?
No, the 200 MB Starter Data is capped. This means that once you have used it up, you have three options:
