Don't generalize. Some counties and cities in the bay area allow the sales and usage of fireworks.

check the bristol area around rt 13 and 413. i was visiting my folks in bensalem last week and saw some roadside stands set up. not sure what they carry or the prices, but maybe worth a look.

I guess the form is just some legal waiver so they can try to wiggle out of things? Otherwise I can't buy from them
