$10 is probably a good budget for a cigar. I've had some that were upwards of 20 and some that were only two bucks. I find that around the 10 dollar range are smooth, have a great taste, and don't get bitter until near the end. Also they are rolled or whatever to the point that it will burn freely and evenly.
Ask the people selling them, they usually have a good idea of which ones are good and can recommend them.

If you can find them, they're about $12-$15 each*, you should try a Rocky Patel Vintage 1992. They're incredibly smooth. Nice and strong but not over-powering. Peppery. Very good.
*Buying a box and dividing gives you that price, though most shops will charge 18-22 for singles cuz they're assholes like that. See if you can find some Rocky Patel in sample packs from various e-dealers.

What should I be looking for in a Humidor? I was thinking a 20 - 30 cigar humidor would be great
Unless you're going to be smoking them often, don't bother with a large humidor. Get a little one, commonly called a Travel Humidor (like, 10 cigars).
Additionally, just putting them in the humidor isn't good enough. Cigars have to "keep" in a humidor.
A cigar should sit in a humidor for at LEAST 3 months, though the longer you leave it in, the more robust the cigar's going to be (and the closer it'll be to the way the manufacturer intended the cigar to be smoked). When you go to a cigar shop, a good question to ask is how long your potential-buy has been in their cabinet humidors.
If you're going to start keeping your own cigars, read up about the whole humidor thing. You'll learn CRUCIALLY important info. As an example, tiny white crystals (will look sorta like mold, but it's not) will start to form on the outside of your cigar which will look like a fine dust when it's at an ideal age if it's kept in proper conditions. However, green or blue version of that same dusting is BAD and will KILL YOU if you smoke it, lol.
Well, there's nothing wrong with buying a collection and letting them sit in the humidor even if you're not smoking them regularly; it's just tying up a bunch of money. I guess a lot of my point of view comes from being a cheap ass
Friend of mine packed 25 specialty cigars into a humidor for a year, presented them to his friend when his friend graduated law school. I bet those things tasted like the physical embodiment of WIN!
I have a Rocky Patel Olde World Reserve, but I dont have a humidor... How long can I wait to smoke it? I just ordered a lighter and a punch

I love having a cigar every now and then. i stopped doing it because my wife HATES it. bu ti enjoyed sitting on my front porch talking with friends with a good cigar.

no cutter? you can light the pieces of spanish cedar in the boxes to light your cigars with. it burns clean, so you don't get that nasty after taste.
I'd never pay too much for a cigar when Sampler packs have nice cigars and are prices ridiculously low from time to time.
Because they are illegal. I've had one, and really, they are good, but no better than a lot of the good cigars that are honduran, etc etc.
The guys at a decent tobacco shop will cut or "poke" the cigar for you. A lot of them also will simply give you a cheap cutter if you spend 10-15 dollars with them. I've probably got 5+ cheap cutters laying around my house that they've just given me.
If it's your first time you might want to have them do the "poking" thing. Honestly, I love a cut cigar, getting a little tobacco in my mouth heightens the buzz and is sometimes tasty to boot, but a lot of people (read: first timers) don't want the tabaccy getting in their mouth.
Edit: as mentioned above, make sure that you have them demonstrate how to light it. It's not difficult, but if you've never done it before it's easy to not get an even light out of it.
