My guess is that since TV actor's salaries typically double from season to season, they did it as a cost cutting move. Although, 24 does have about the biggest budget of any TV show.

A lot of the allure to 24 is not only the basic premise of the show, but also the character development IMO MisterCornell

That would be Madeline. A couple other people from La Femme Nikita have shown up in prior 24 seasons. I did a little searching and it turns out that 24 was created by the same guys who did the La Femme Nikita tv series.
