Are we sure this is true? Would this be an actual law or some executive order that a previous president has put in place? As command and chief he should be able to launch nukes by himself, otherwise it disrupts chain of command.
In any case, I love this vice-president. The over the top hard ass president act is awesome.

Back on topic to the episode, what's really bothering me with the drones is wtf are they needed for? They have nuclear bombs in suitcases... Wouldn't it be a hell of a lot easier to just drive into downtown San Francisco and detonate? I can see if they were trying to strike Russia and make it look like the US launched... but San Francisco? Is gas mileage really that bad in California that using a remotely piloted drone makes more sense than a Volvo?

PLUS...detonating a nuke 500 feet in the air would cause more damage because the ground wouldn't absorb half the blast as it would if you detonated it 3 feet of the ground in a car.
