I think Ramone Salazar is the best villain yet - he's actually likable. I'm glad that weasel faced DEA agent got "whacked" by him indirectly, that guy was annoying. And I think it's pretty predictable that Jack will successfully fly the plane out of Cali and into Mexico, so we can have some sort of confrontation between Ramone and his weasel faced brother, which will have the side effect of tying together 2 story threads (Mexican girl-thread and Jack-the-fugitive thread); my guess is that's what the writers are aiming for.
Note: I did NOT see the preview, I never watch those, these are just my predictions.
The one sour point in this ep was Jack's poor decision to try and start a fight with the inmates only to get his ass kicked and tied up in less than 10 seconds.
