Guile would be a double agent. The Salazars think he is spying for them on CTU when in fact he is spying for CTU on the Salazars. For him to be a triple agent, he would have to be actually spying on CTU (CTU thinks he is a double agent).

No, a double agent is if he worked for CTU, and the Salazar's thought he was helping him. He is a triple agent because he is a worker for CTU, bought by the Salazars, who is playing the Salazar's.
