Come to think of it someone in town has some kind of security roll up blinds on the outside of their window, kinda like this stuff: http://www.rollashield.com/commercial-roll-up-security-blinds.html

Wonder where I can find something like that. I'd guess Home Depot has a good selection of blinds/curtains. Whatever I end up getting I'm going to have to get them for at least two rooms.

Cheap?
Large sheets of construction or poster board. Staple it right to the wall around the window.
Effective?
Blackout curtains. JC Penny has them. The good ones cost about 45 bucks each. Try to get them on sale. I just got some last week. THEY ARE AWESOME!

Overkill?
Blackout blinds covered with posterboard and topped with blackout curtains.

You know what's worse that HOA neighborhoods. Houses in historic districts.

Depends, many districts are voluntary. And if you want to put vinyl siding on your 1800 era house, there's a good reason for a historic district board.

And if you have a house with no historic value in a historic district, the board should recognize that and allow you to make modifications without much hassle.
