I have posted a conjecture here: http://mathoverflow.net/q/260370/16888 which if shown to be equivalent to Waring's Problem, would be a step toward solving the Collatz Conjecture.

dumb question: what's the significance/relevance of solving the Collatz Conjecture?
I read the Wikipedia articles on both Waring's Problem and Collatz Conjecture, but I did not understand much of what I was reading. (the math is WAY over my head ) neither article seemed to mentioned the significance of solving either problem.
