I don't think the comparison between the two is fair simply because they employ two totally different screen technologies. Toshiba uses reflective front lit screen and the wash out effect is normal due to the light distribution not been uniform. Just like 36/37/38 series Ipaq was side lit. Dell uses transreflective technology which means the screen is internally lit by LED's which gives it a uniform, bright backlight, much like notebooks do.
