You can't really compare the Command and Conquer soundtracks (Frank Klepacki) to Total Annihilation (Jeremy Soule). It's a different genre, and both are excellent composers.
That said, Total Annihilation's soundtrack is nearly as good an orchestral compilation as that of a classical composer's (albeit less nuanced). Truly epic score.
I love Total Annihilation. It's the only game I've played regularly since around 1999 when I first got a demo of it off a CD - I think it was a CD for some ISP or something - and ended up buying a retail copy. Actually, two copies... I ended up buying another copy when I scratched up one disc a little too much. I also have the GoG version with the expansion packs, as well. What really got me addicted was the range of units, being able to download and add 3rd party and official units, the variety of defensive units (I like defensive play), and just how massive the scale of battles could be for a game of the time. I was blown away by the ability of units to patrol and repair other units, aircraft that could carry out bombing runs and automatically land on repair pads or aircraft carriers after taking damage, nuclear missile silos and nuclear missile interception systems, being able to capture enemy units (and not just buildings), etc. Missiles, torpedos, lasers, plasma-based weapons, self-detonating units, the d-gun, anti-air flak... the range of weapons units could pack is still better than most games released today.
The game does have some faults, aside from the obviously dated graphics (though to be honest I prefer older RTS games than the complicated 3D interfaces of some modern RTS' which detract from pure strategy): poor unit pathfinding (units often run into each other in terrain bottlenecks), the default AI never uses nukes in skirmish, and cheap level 1 units promotes rushing (though honestly this could be a plus, depending on your style).
Those are just a few minor irritations. But for the most part Total Annihilation is a great game and still fun to play. There are a TON of total conversions, mods, tweaks, unit packs, maps. missions/campaigns, etc you can download, as well... the community for this game was/is amazing.
I just beat the Krogoth mission for the first time a few months ago, ha ha. I never tried very hard before, really, but it was about time. I own Supreme Commander and Supreme Commander 2, but neither are as engaging or fun for me as Total Annihilation.
