Depends on what part you are touching, most computer voltages are +5v, -5V, +12V, +3v all of which probably won't do much harm unless your skin is moist. Now if you touch the input tracings of a PSU or output from a fluorescent ballast you may well be severely shocked or possibly killed but why would anyone do something as idiotic as this anyway?.

In the context of computers, only a moron would think that this would hurt you or the part.

Everything outside of the PSU is 12v or less. Dry skin will not conduct given that kind of voltage. You can touch bare traces and nothing will happen.
