Final rundown of the timeline, with the addition of when they got it:
3/9 - Applied for Step-Up (7800GT->7900GT)
3/17 - Received notice that my number was up and sent PDF of invoice.
3/20 - Received notice that my RMA was a go and I was set to send back card.
3/23 - Sent it via DHL, the cheapest way possible. ($8.50 - ETA 3/29)
3/27 - Card received by eVGA. (2 business days! Not bad for going cheapest way possible, eh?)
3/28 - Received notice that new card was shipped by eVGA.
3/31 - Received Stepped-Up 7900GT CO.
Unless I get home and find that they've sent a pooched card or the wrong model, I have very few complaints about the process. Despite being slammed out of the gate with requests, it only took a week to start moving on the queue and a day to approve my proof of purchase and turn the card upon receipt. The only delay was on my part because I didn't have the card packed up and ready to ship as I should've.
Of course, I didn't need to rush because I had the luxury of a 2nd card to tide me over. If I was unable to do that and was without the use of my computer for 10 days, I'd be pretty crabby. I guess the reason they don't want to do the "charge for the new card and credit the cost back upon receipt of the old card" method is that it leaves them open to charge-backs, extra charge processing costs and complexity. Instead of messing with all that, they do it this way which is a PITA for us, but allows them to do it in the first place. Would people prefer that they didn't offer this sort of thing at all? Didn't think so. Me <3 eVGA.

I was told to call them after 3 days if I didn't get a shipment email, so I did, and found out the card was shipped 2 days earlier but the info wasn't updated. The queue thing is probably the most common question asked so many times that its just not worth entertaining every new guy. Maybe u should try creating a new post and get flamed for not using something called "SEARCH"
