assuming you are using icq 2000b and you install to c:\icq:
install icq on the new computer
copy c:\icq\2000b directory from old computer to new computer
register your uin on the new computer
run the db converter (if necessary)
the directory c:\icq\2000b has files with your uin as the filenames. they have the info on your account plus the history and contact list, etc
and yes, it's stupid that they don't store the info on server .. but with that many users, it will bog down the server if they do (as if it's not happening already)
and btw, replace 2000b above with whatever your icq version is, if it's different
