WaPo has an editorial today which explains the White House "review" process:
Nutshell, they first had an NSC official review the book for sensitive and classified information. That official gave feedback to Bolton and the publisher, who then made changes in the book to comply with the feedback. Pretty standard. But that wasn't the end of it.
They then claimed they that they were having a second official review it with more "broad based knowledge." Translation: someone who can see more than just the national security implications, i.e. a political hack.
Then they just sat on it, and sat on it, giving no further feedback for over a month until they filed the legal complaint.
