I'm pretty sure that the President is always working even when he is on vacation. He is staffed at all times no matter where he is. He can be briefed no matter where he is and he can Nuke Russia no matter where he is. I am pretty certain that fits the definition of on call at the very least.

Friday is wasted with inauguration festivities. No Exec branch employees (attorneys, secretarial and other admin staff) will be working Sat & Sun. Monday is the appropriate day to begin the paperwork.

I question whether much can be done Monday anyway. When are these people supposed to move into their offices? When are they supposed to do the many things required before starting? Aren't they briefed on security protocols (no cellphone use in this or that place)? Must they sit through presentations and sign documents testifying the understand and promise to comply etc? When is this admin supposed to set up their network and hand out secure phones etc.? Does the 'nuke football' not require a briefing? When do they learn the protocols for evac routes when there's a security breach (we've several of those recently - people jumping the fence and running towards the WH entrance).
