That was as part of a proposed grand bargain to include amnesty which has to be part of any reasonable solution. Repubs don't want that for sure & really don't want reform, anyway. They like having a permanent emotional hot button issue rather than solving problems. It keeps 'em voting for that good ol' trickle down.
