While some of Tillerson's failure is certainly Trump's fault Tillerson was very, very bad in his own right. Sure, he couldn't help Trump ignoring his attempts at diplomacy and going his own way but he both failed at being an effective advocate to Trump and he decimated the department's workforce and morale, and that's something he did have a lot of control over.
