You need a clearance at a specific level in order to see them, then you need to have the need to know in order to see them as well as the accesses needed.
Once you do that and have access to whatever it is you have access to, yes, you can print out whatever the hell you want and take it anywhere your heart so desires. And if you get caught taking it to an unsecure space in the improper manner without a justifiable reason, you can and will get in trouble.
