That's an extremely high bar to cross and it would be unlikely and futile. A better option would be to repeal or update the "law of apportionment act of 1911", and increase the number of representatives in the house to 2000-6000. Not only would people of all political leanings get better representation in Congress but it would severely limit/weaken Republicans power and the ability of the minority-majority rule.

This is something I strongly advocate for. There is too much power concentrated in too few representatives. Having too few reps leads to things being really consequential when gerrymandering is applied.
