They could, both do those deals and also deliberately slap sanctions of Putin's inner circle (in fact, they did, not sure if you noticed?), not to mention they could also extradite them if our fucked up President would stop blowing them and actually decide "oh, yes, they absolutely are doing this shit, so we should punish them" and you know, actually give them a fucking reason to? FYI, Russia working foreign deals actually is a potential signal that sanctions work, as it means that Russia has to seek outside capital investment, and on terms that aren't as good for them, because they don't have the money to develop it themselves. You might have noticed that happened in Russia's negotiations with China, when China used the freshly slapped sanctions to squeeze a favorable deal. (

But then, I'm guessing this actually predates all of this, and is more that after the collapse of the Soviet Union the West was eager to open up that new market, and that included investing in Russian companies specifically to gain access to natural resources (among other things) for their own gains.
