Kind of misleading. What the article actually says is:

Unfortunately China has a lot of planes and ships. China probably couldn't do meaningful damage to Japan without ballistic missiles as their Air Force really lacks the ability to operate at the ranges necessary but they could do immense damage to shipping and trade.

Most credible analysis suggests that China could probably invade Taiwan successfully right now. It would be very destructive but they'd have a foothold before the US could even respond. The USA would have to try and run a Korean War type landing and likely suffer heavy losses in a relief effort. China has some ridiculous number of short range missiles on their side of the Taiwan straight and could essentially spam Taiwan and US Naval forces.

Basically China's military is still shit but short supply lines and masses of certain assets can accomplish a lot.
