Congresswoman are from the US, Trump is head of the government in the US, Trump described the government where the women are from as "a complete and total catastrophe, the worst, most corrupt and inept anywhere in the world (if they even have a functioning government at all)".
That's exactly how I'd describe Trumps government as well.

The one I've seen repeatedly in local comment sections is the main stream media is lying again and he didn't actually say go back to their countries.

His hardcore supporters frequently ignore objective reality right down to the black and white text of his tweets. Truth isn't truth for them. There is a reason white evangelicals are his strongest supporters: they are basically impervious to reason.
He's also done #10 already.
