pc2100 runs at 133mhz
Looks like for the Sempron 2600 skt 754, the ram should run at 200/400mhz (pc3200).
You could bump the voltage a notch ot two.
Set the ram to back to 166/333mhz and have a go.
Clear the CMOS with the jumper and try again. When running the slower 133mhz ram, maybe your mobo set up a divider etc and the mobo isn't changing for thre newer/faster stuff. Clearing the CMOS and start fresh with the new stuff may do the trick.
Maybe the CAS latency timings etc (e.g., 2.5-3-3-6) are too tight. Some mobo's will offer settings such as "stable" "turbo" etc. Pick the most relaxed timing. (Clearing CMOS might take of this too, most stable timings are selected in default BIOS settings).
Might wanna google your mobo and the brand of ram on the outside chance they just don't play nice togther (even so backing off the timings, whether mhz ro latencies will often clear that up).
1st thing I'd try is clearing the CMOS and try to boot up with only the new ram.
2nd, if that didn't work I'd up the voltage to the ram a notch or two.
3rd Google the latencies for the ram you have, make sure those are what the BIOS is set to. If so and still not working, relax even further.
4th. back it down from 200/400mhz to 166/333.
