It is probably going to be another month before you are able to find a new non-reference 14nm card for less than $180. I wouldnt buy a reference 470 or 480. The 460 might be ok though. But the 470/480 are really pushing the boundary on acceptable heat imo. You do not want something that runs over 80C even when it is completely brand new and free of all dust.
I would wait until you can find something like a MSI Gaming 4G series card, which you can always count on to run cool and quiet even years down the road. Still no word on when the 4GB RX470 Gaming 4G will be launching though, or even if there will be one. But if there is, it should be less than $200 and will have my recommendation.
