Turbo Boost problem?

Ok so I noticed in my various monitoring utilities my processor speed is basically stationary at 2.93GHz (I have the i7 860, 2.8GHz). Now I am not complaining a whole lot but I thought turbo boost is supposed to "overclock" cores, the less cores being used the faster the frequency. Well, all 4 cores are stationary at this 2.93GHz, from reading online it is supposed to turbo higher than that if only one core is being used... No matter if I am using 1 core or 4 cores the processor is clocked at 2.93GHz across all 4 cores and won't budge from there. I checked all the settings in the bios to make sure they were correct and they seemed to be. Turbo boost was set on auto, so I enabled it just to see if that changed things and it didn't. Any suggestions are appreciated!

Sounds like your bios is locking the multiplier at 22, rather than floating it from 21 to 26. Start by checking whether turbo boost is enabled in bios.

Ok so I read around a bit and went through and enabled C1E, C3/C6/C7, CIE, CPU thermal monitor, EIST, and Bi-Directional something. Finally I see it throttling around the CPU! That had me concerned.

Oh right, you need all the power management settings to have Turbo Mode work. Remember, the way Turbo Mode works is it powers down inactive cores to boost other active cores.
