TV acting weird

Works fine except for certain scenes. In certain scenes, lines will go through the top of the screen.

Like right now, there is a conversation with two guys. When the TV is showing one guy, it looks great, sound is clear. When the camera switches to the other guy, lines go across the screen and it makes noise.

WTF?
