I don't know. Link says it happened in Brazil. From what I've seen on Discovery channel and TLC and such, most really wierd deformities happen in third world or south american countries. Things like an extra foot growing out of your ankle, underdeveloped residual heads, etc. So it might be true. In any case, I say kill it now, before it escapes and starts attacking people.
