I take it you have pretty much zero prior knowledge of Uber's management? They've been doing pretty much outright nefarious/insane junk like this for years.
I honestly don't know how they've managed to keep up investment in light of all the stuff they've done, they've had multiple major controversies. Everything from corporate culture that was breeding sexual harassment, not doing good background checks and drivers committing sexual assault, tracking and harassing competitors (they tracked and would call in false rides to screw over Lyft drivers), tracking law enforcement, not getting approval from cities to operate (or operating even after being deliberately told not to), very probably stealing IP (the Google/Waymo case), spinning their workers as either contract employees or not depending on how various regulations would favor it. On top of doing pretty much nothing but lose money and have no real long term plan (other than seemingly planning to dump all their human drivers and go all in on self-driving cars, but considering manufacturers could do that themselves, and Google/Apple having more resources, I don't see how investors think Uber is going to offer the massive returns they seem to expect). I think they cleaned house once already years back after several of the top people got pushed out over some of the controversies, only that didn't do anything as the ones still there seem every bit as bad if not worse. The CEO (believe he's the creator as well) comes off as an outright psychopath and has been saying/doing awful stuff for years too.
I can only imagine what they're doing with the data they're gathering on people that willingly drive/work for them.
