I have an Ultra Xfinity 600W (SLi) PSU that is brand new but has been unused for a few year sitting in a nice dry air-conditioned cupboard.

I just assembled a new system

AMD Phenom II
8GB Partrit RAM
Hitachi 2GB HDD
Anyway when I power on the system only one of the 4 CPU LEDs illuminate - the fans turn etc. etc.
I swapped the PSU out from another system in the house - when I boot the 4 CPU LEDs illuminate and everything works as normal.
Now when I test the Ultra PSU with a multimeter it appears that all of the correct voltages are registering as the 24-pin ATX connector and the 4-pin CPU connector.
Why will it not boot the system, when everything appears to suggest it's working properly?
