It's not a matter of justification. I don't know if there are any studies as to whether dressing provocatively increases the risk of being assaulted or not, but the girls I know have said they definitely get a lot more attention (good and bad) when they dress a certain way.

They aren't asking for it, but it may make it more likely to happen.

It's not about justification, it's about prevention.

The difference is an iPod and a wad of cash are objectively desirable to assailants wanting to rob you. A girl walking in a v-neck down a street at night may or may not be preyed on depending on what her assailant prefers.
