It's not a matter of justification. I don't know if there are any studies as to whether dressing provocatively increases the risk of being assaulted or not, but the girls I know have said they definitely get a lot more attention (good and bad) when they dress a certain way.
They aren't asking for it, but it may make it more likely to happen.
It's not about justification, it's about prevention.
Yes, women should be able to wear whatever they want without having to worry about it, but I should also be able to walk down any street at any time of night and not worry about it either. I'm not going to be walking down certain streets with an iPod and a wad of cash hanging out though.
